Zverev won two of the three previous matches between the players, but the most recent was won by Ruud - quarter final in Miami last year.
Ruud held serve to love in the opening game of set one, then serve was broken in the next three games, leaving Ruud ahead 3-1.
Serving at 2-5, Zverev saved a set point, but Ruud claimed the set in the next game 6-3.
In set two, Ruud saved three break points in the fourth game before levelling at 2-2.
Then the Norwegian broke Zverev to love in the seventh game for a 4-3 lead.
Ruud served out the set 6-4.
Ruud was untroubled in the third set, not surrendering a game, and winning the match 6-3 6-4 6-0.
He would play in the final for a second successive year.
