Ruud led Tsitsipas 2-1 in previous matches between the pair.
Most recently, Ruud won in the Los Cabos semi finals, February this year.
Tsitsipas broke serve in game three of the final.
He saved three break points before holding serve in the following game.
3-1.
Ruud was broken again in game five and trailed 1-4.
Serving at 1-5 to stay in the set, Ruud was broken for a third time and Tsitsipas took the set 6-1.
Tsitsipas saved a break point in each of games one and three of set two.
He held both times and led 2-1, games on serve.
Ruud saved a break point in the sixth game.
Tsitsipas saved three break points in the seventh game which had six deuces.
Serve was held each time.
Serving at 4-5 to stay in the match, Ruud was broken and the contest was over.
Stefanos Tsitsipas won 6-1 6-4 to claim his eleventh title, third at Masters 1000 level.
