The pair had met four times previously.
Bencic won the first two contests, including the Charleston final last year.
Jabeur won the next two, the most recent being the Berlin final in June last year.
Jabeur was down 0-40 in the opening game of the match.
She saved two break points, but Bencic converted the third to lead 1-0.
No more breaks of serve until Bencic served for the set at 5-4.
Jabeur broke back and levelled at 5-5.
Serving at 5-6, Bencic saved five set points before sending the set to a tie break.
Bencic led 6-4 in the tie break, but Jabeur saved the two set points, won the two points after that, and took the set 7-6(6).
In set two, five of the first six games were service breaks, three captured by Jabeur who led 4-2.
Bencic served at 3-5 to stay in the match and held firm.
Serving for the match, Jabeur saved two break points, then Bencic saved a match point.
Jabeur saved a third break point and eventually sealed the game, set and match 7-6(6) 6-4.
This reversed the result of last year’s final, and was the fourth career title for Ons Jabeur, the first since Germany in June 2022.
