Medvedev had a 4-2 lead in the six previous matches between the players.
Rublev won the two most recent contests, including a round robin match at last years ATP Finals.
Medvedev saved two break points in the opening game of the match.
He achieved the first break of set one in the fifth game, then followed up by breaking Rublev again in the seventh.
Medvedev served out the set 6-2.
Similarly, Medevac broke Rublev in games five and seven of set two.
He served out the match 6-2 6-2 to claim the title.
The title was number 18, for Medvedev, and third in a row for 2023.
